Traffic safety group ranks Hawaii among top 10 best states

For the second year in a row, Hawaii ranks among the 10 best states for its highway traffic safety laws, according to an advocacy group's annual report. The Advocates for Highway and Auto Safety, based in Washington, D.C., released its 12th annual Roadmap of State Highway Safety Laws on Thursday.
