Puppies ‘N Love owner expects to appeal ruling on Phoenix dog sales rules

Frank Mineo, who owns the Puppies N’ Love pet stores, is likely to appeal a U.S. District Court ruling this week upholding a city of Phoenix ordinance restricting the sales of dogs and cats to animals that come from shelter and rescue leagues.
