Supreme Court ruling in Dallas housing case leaves developers in the lurch

A divided Supreme Court ruled this week in a Dallas case that housing discrimination need not be intentional in order to be illegal. The high court ruled 5-4 that legal objections to lending, zoning, sales and rental practices only need to show that they had a disparate affect on African Americans or other minorities.
