2 local men accused of scheme to defraud University of Pennsylvania

Two suburban Philadelphia men allegedly attempted to scam the University of Pennsylvania out of money by falsely billing the Ivy League school for services they never provided to a nearby hotel, and instructing vendors to inflate invoices submitted to the same hotel and then pay them the extra cash. Fifty-seven-year-old Kenneth Kapikian, of Wayne, Pa., and 60-year-old Dennis Gagliardi, of Chester Springs, Pa., are each facing seven counts of wire fraud and one count of conspiracy to commit money…
