State wants binding arbitration for Highmark-UPMC rift

State regulators Monday asked Commonwealth Court to order rivals and Highmark Inc. and UPMC to submit their differences to binding arbitration on a range of issues. Among those issues are the rates health insurer Highmark pays to hospital network UPMC for cancer care for Highmark members, and patient transfer protocols for patients who need emergency room and trauma services.
