A Portland city commissioner has asked a city attorney if an energy developer is entitled to have a permit request heard by the full City Council.
Commissioner Nick Fish confirmed he’s asked City Attorney Tracy Reeve to determine if Calgary-based Pembina Pipeline Corp. is entitled to have the City Council hear its request for an environmental amendment that would let the $500 million propane export terminal advance.
