Judges rule N.C. coal ash commission set-up is unconstitutional

A panel of three Wake Superior Court judges ruled in favor of N.C. Gov. Pat McCrory on Monday, declaring unconstitutional the N.C. General Assembly's appointment of Coal Ash Management Commission members and its making the commission independent of state oversight.
